a EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON 25, D.C. JUN 1 8 1952 MEMORANDUM FOR DAVID LLOYD: Following our conversation this morning, I talked again on the phone with Dr. Charles Lowry and give you the following summary of our conversation: Dr. Lowry leaves here on Sunday, by plane, and arrives in Florence, Italy, some time on the 23rd. He represents the United States at a conference to be held under the sponsorship of the City of Florence. The conference will extend through the 29th. The general subject is "Christian Civilization." Three main topics will form the basis of the three divisions of the conference - (1) "The Essence of Christian Civilization," (2) "The State of Christian Civilization Today" upon which Dr. Lowry will give the major address, and (3) "Christian Peace among Nations." United States participation has been arranged for by the Depart- ment of State (Mr. Reynard) under the International Information and Educational Exchange Program. The invitation was extended through the embassy and it is believed that all of the major Christian nations will be represented. Whether the Vatican will be represented as a state is not known. The selection of Dr. Lowry grows directly out of the response to his book "Communism and Christ," and his sermon (copy attached) "Christianity's Answer to Communism" first delivered on May 18 at St. John's Church. The President attended this service and heard the sermon. Following the close of the Florence conference, the State Depart- ment is arranging for Dr. Lowry to proceed to Germany for a series of cultural discussions and interviews with youth groups. His itinerary is still somewhat flexible and it could easily be arranged that he re- turn to Rome from Florence before proceeding to Germany. If there is any way in which he could be of service by making a personal call upon Vatican officials he will be happy to do so, possibly with the view to having informal discussions about the problems of Vatican repre- sentation as seen from that end. He suggested that he might take the Vatican sermon with him for such use as appeared to be indicated. If it should be decided that it would be useful for Dr. Lowry to take advantage of his trip for conversations at the Vatican, he presumably should have some kind of introduction which would make clear the auspices under which he is coming and that he will report to the President on his return. He will, of course, be available for questioning or instruction at any time prior to his departure and can be reached either at his office OLiver 2488, or at his home WIsconsin 3446. Re:
