It is as yet too early to determine from intercepted Japanese traffic the reaction of the Japanese armed forces to the Imperial Rescript accepting Allied surrender terms. Traffic during the morning of the 15th reflected several sighting reports of Blue surface units by Japanese search planes. Also, early on the 15th, 4 areas were alerted for OPERATION HOMELAND, in addition to those alerted on the 13th. Diplomatic traffic reflected intense preparations for peace. 2. A Tokyo diplomatic circular on the 14th reported that burning of Tokyo Foreign Office secret documents had begun. Diplomatic offices abroad were instructed to handle their affairs in accordance with the situation pre- vailing in the country where situated. Codes are to be retained as long as possible. 3. A dispatch from Sweden to Berne on the 13th requests that copies of documents concerning negotiations between the Japanese and Germans over items purchased by Japan but returned to Germany because of inability to ship, be entrusted to a reliable source for safekeeping, as such documents in Sweden have been destroyed. 4. A diplomatic dispatch from Shanghai to Nanking on the 12th states that expectations of peace are spreading throughout the city like wildfire, that the Chinese national flag can be saen all over, and that even the U.S. flag had beon hoisted. Crowds are welling in the streets and though prou ventivo measures are being taken, apprehension is felt concerning maintenance of public order. 5. An Army message on the 11th states that because of Russia's entry into the war, emphasis on shipping will be shifted from Northern Korea to Southern and Western Korea, utilizing Yellow Seas and Korea-Tsushima Straits routes.
