IMMEDIATE RELEASE MAY 3, 1951 Mr. John Foster Dulles reported to the President on the second trip which he had made to Japan as the President's repre- sentative in relation to a Japanese peace settlement, and from which Mr. Dulles had returned last week. Mr. Dulles told the President that in his opinion the Japanese Government and people were now aware that the change in the Supreme Commander involved no change in basic United States policies toward Japan and communism in Asia, and that the United States would continue vigorously to work for an early and just Japanese peace settlement. Mr. Dulles also told the President of the satisfactory talks he had had with General Ridgway, the New Suprene Commander, and of the General's prompt grasp of the situation in Japan. The President, the Secretary of State and Mr. Dulles con- sidered the program for concluding, in connection with the reestablish~ ment of peace with Japan, a security arrangement between the United States and Australia and New Zealand, in accordance with the Presi- dent's statement of April 18, which also outlined the contemplated security prrangements between the United States and the Philippines and between the United States and Japan. Mr. Dulles reported that the President's statement of April 18 had a very salutory influence in the Western Pacific and was accepted as clear evidence of the determination of the United States to stand firm in this area. the ARCHIVES "NATIONAL SERVICE" RECORDS AND 6
