Subject: Divergences by General MacArthur from
Military Directives and Policies.
The following is a brief summary of cases in which General
MacArthur has made statements which were inconsistent with in-
structions and guidance given him by the Joint Chiefs of Staff.
On 6 December, the Joint Chief's of Staff quoted to General
NacArthur and other senior commanders of United States armed
forces, for their guidance and appropriate action, a memorandum
the President had addressed to all cabinet members and to heads
of important government agencies which required prior clearance
by the Department of State or Department of Defense of all
speeches, press releases or other public statements concerning
foreign policy or military policy. The memorandum also required
officials overseas, including military commanders and diplomatic
representatives, to exercise extreme caution in public state-
ments, to clear all but routine statements with their depart-
ments, and to refrain from direct communication on military or
foreign policy with newspapers, magazines, or other publicity
media in the United States. The dispatch quoting the President's
memorandum has been declassified by direction of the President
and is attached as Enclosure "A".
In early January, the Joint Chief's of Staff informed
General MacArthur, for military reasons, that favorable action
could not be taken on his proposal to use Chinese Nationalist
forces from Formosa as reinforcements in Korea. In spite of the
specific information given him by the Joint Chiefs of Staff re-
garding the use of Chinese Nationalist forces, General MacArthur,
in a letter to Representative Martin, dated 20 March, indicated
approval of the 1dea or utilizing Chinese Nationalist forces

against the Chinese Communists.
On 20 March, the Joint Chief's of Staff informed General
MacArthur that the Department of State was planning a Presidential
announcement regarding an effort to settle the situation in Korea.
This dispatch has been declassified by direction of the President
and is attached as Enclosure "B". In spite of the general direc-
tive transmitted to him by the Joint Chiefs of Staff (Enclosure "A")
and the specific information given him by the Joint Chief's of Staff
