Begins: "The United States Government and the Govern- ment of the Union of Soviet Socialist Republics have resched an agreement to begin conversations with a view to concluding a final settlement of outstanding lend lease questions as provided for in the terms of the master lend lease agreement of June 11, 1942. The conversations will take place in Washington. The Soviet Ambassador to the United States Mr. N. Victor Novikov, has been designated Soviet negotiator and discussions will commence immediately after his return to Washington.
