Please deliver immediately the following to the President:
Dear Mr. President:
We ure now locked in the final discussions regarding
economic and political unity and regarding political
organization of Germany. The vitel points are the
level of industry, with related demands for repara-
tions from current production (having in mind that to
raise the level certain plants now allocated to Russia
must be retained in Germany: othervise no increase in
the level of industry is possible), coal for France
which also directly affects the problem of raising
the level; and the demands for reparation from current
production. Leter, on the agenda are: the Four-Pover
Pact; the Ruhr problem; and the location of boundaries,
which, on the Eestern Front, have an important bearing
on the density of population and the supply of food
from a rich agricultural distriot. These matters are
Teleted to the problem of unity but cannot yet be dis-
oussed in detail.
I will now quote instructions which I am about to give
the American Delegation unless I hear from you to the
contrary.
