Eg NATIONAL FROM HUMELSINE FOR CARTER. COYERE EYES ONLY FOR SECRETARY MARSHALL FROM LOVETT. Replying your No. 37, August 20, President advises in view of communication from General Marshall that he (a) agrees any delay in termination of conference or signing would be undesirable; (b) President is therefore prepared to advance date of departure provided he is notified promptly; (c) he feels he should spend about same time in Rio that he spent in Mexico City; (d) there- fore on assumption general treaty completed for signature by August 31, he is prepared to leave Washington in time to arrive Rio afternoon Friday, August 29, and to spend Saturdsy, thirtieth, and Sunday, thirty-first, in Rio, departing on MISSOURI as early as possible September first. This would permit any functions night of August 29 and August 30 and permit signing August 31 or early September 1 as may seem most desirable. Please rush reply. LOVETT Acting
