EYES ONLY FOR LOVETT FROM THE SECRETARY
Please deliver the following to the President:
"My dear Mr. Prosident: I have just completed
discussion on your itinerary with Ambassador Pawley
and our political advisers. It appears possible that
the treaty work can be completed in time for you to
address the conference on the afternoon of September
1, with the signing of treaty to take place on September 2.
The Brazilian Government, particularly the military
has proceeded with detailed plans for your arrival
on the fourth so that you will be here for their
independence day on the seventh. As I advised you
(No. 73) President Dutra and Chairman Fernandes
told me yesterday that they would proceed on basis
of expediting work to complete treaty by Monday,
September 1. But military are exerting heavy pressure
to prevail upon you to delay your arrival to fourth.
Brazilians propose that they personally and directly
endeavor to persuade delegates to voluntarily accept
delay. But I think this inevitably would place you
in position of having been responsible for their pro-
longed stay here. The majority are very anxious to get
home.
You might plan to arrive in Rio on Monday morning
for the sole purpose of attending the final phase of
the conference
