URGENT - WHITE 3 071822Z DEPARTMENT OF STATE WASHINGTON. MEMORANDUM FOR THE PRESIDENT We are instructing SC Delegation in Paris not to support a British resolution which would extend effect of SC troop withdrawal resolution of November 4 to Northern Palestine. Instead, Delegation recommends and Department concurs that it should support a draft resolution originally prepared by Bunche which Delegation believes Canada will be willing to introduce in SC meeting tomorrow. You will note from text of this resolution quoted below that it comes closer to Israeli position; in fact our Delegation understands from Bunche that Israeli representative EBAN favors approach along lines of this draft resolution. Naturally there might have to be some drafting changes in the resolution as finally presented, but they should not alter its substance. Department desires President's instructions on (a) whether US Delegation authorized support draft resolution and (b) whether, in its discretion, it might join with Canada or other delegations in co-sponsoring the resolution. US Delegation will require instructions by early morning Paris time, which must therefore be despatched tonight since this item may be discussed tomorrow morning in SC. DECLASSIFIED Following is E.
