During the second World War, as is well known, Persia, allied to Great
Britain, the U.S.S.R. and the United States, contributed to the utmost of her
resources and ability to the cause of liberty and democracy. It was over the
railways and roads of Iran that millions of tons of war materiel and essential
commodities were sent by the United States and Great Britain to Russia, thus
enabling that country to repel the Germans at Stalingrad.
After the war, Persia was the first and foremost country to resist
aggression and communistic infiltration, to show confidence in The United Nations
by appealing to the Security Council in the safeguarding of its independence
and territorial integrity.
Although distracted by subversive agitation fomented from outside our
borders, the Shah and his government were able to maintain internal order and
launched, at the first opportunity, a program of social and economic development
destined to raise the standard of life of the common man. This seven-year plan
has now reached the phase of execution.
Our greatest desire is to have a breathing space, free from fear, to
SERVICE
devote our energies to rehabilitation and internal reconstruction, whilst
participating in common action with our neighbours and friends of the Middle
East for the security and progress of this underdeveloped area.
I submit that a nation such as Iran, - inspired by its glorious past,
working hard in the present for future happiness and prosperity, deserves the
friendship, the goodwill and the assistance of America, which now leads the
world for the liberty and well-being of all without selfish motives. A free and
strong Iran is indispensable to a free Middle East where the vital interests of
America are involved. The situation requires not only self-help on the part of
Iran and her neighbours, but also effective aid from the United States.
