THE WHITE HOUSE WASHINGTON September 19, 1945 MEMORANDUM FOR THE PRESIDENT. MacArthur's statement will, I think, hurt our chances to get the draft continued on the Hill. Placed alongside the Eichelberger statement and Wainwright's statement and others, it has created a great deal of confusion. It may be that you would want to issue a statement to end all statements about the occupation period, etc. If you agree, I suggest the following: "There have been several conflicting statements made recently as to the time and extent of our occupation of Germany and Japan." 11 "I doubt whether anyone at this time can make an accurate or even reliable conjecture on this subject. So much will depend on the attitude and behavior of the conquered peoples - on our commitments of armed forces to the United Nations to keep the peace of the world - on the successful progress of our announced programs with respect to these aggressor nations." "This much however can be said - and said with accuracy. We will continue to occupy Germany and Japan with as many troops and for as long a time as it is necessary to achieve our objectives as announced at the Berlin Conference. These objectives are: To demilitarize each of these nations com- pletely; to make it economically and industrially impossible for either of them to rearm or to wage war again; to disperse their war lords and their militarist groups; and to punish their war criminals. "Not until these aims have been fulfilled can we leave Germany and Japan to their own devices. To do SO prematurely would betray all our dead and wounded in this war and subject future generations to the danger of another war. " It might be well to clear this with Patterson or Marshall.
