a. A communication plan be formulated to provide for
adequate communication between the various services of the two
countries during war or other emergencies.
b.
Consideration be given to the standardization of
communication equipment, techniques and methods and procedures.
C.
Consideration be given to communications necessary
to implement any airwarning plans.
d.
The Mexican services be furnished such current
United States service communications publications, including joint
publications, as are necessary for joint defense and the release
of which would not prejudice current United States policies in
connection therewith.
e.
Plans be made for overcoming language barriers
during an emergency, by the exchange of communication liaison teams.
Admiral Jones added: "I might say, in connection with this, that
any plan for hemispheric defense will require a good communication
system. If the Commission sees fit to recommend such an Advisory
Committee, we believe it should consist of two Navy and two Army
members from each country. Of course this Committee would deal only
with technical matters, and it would not be necessary to take up clas-
sified matters unless they decided that this would be in order."
Colonel Deerwester inquired whether this would work as a com-
pletely separate committee or as a part of the Joint Defense Com-
mission. Admiral Jones replied that he believed this would work
as a separate committee but that it would maintain close liaison
with the Defense Commission.
Admiral Garcia Jurado stated he would study the recommendation
and forward it to Mexico for further study and consideration.
General Henry stated he would be glad to bring the recommendation
before the War Department for consideration, and after it had been
considered by all concerned, this matter would be brought up again
at a future meeting.
9.
HYDROGRAPHIC AND TOPOGRAPHIC SURVEYS
OF COASTAL AREAS OF MEXICO.
Admiral Jones informed the Commission that the Mexican Govern-
ment has granted diplomatic permission for hydrographic surveys to
be conducted in Mexican waters by survey vessels of the United States
Navy and, accordingly, the U. S. S. TANNER is scheduled to commence
survey operations of the Coast between Tampico and Veracruz, the latter
part of November of this year. In this connection he stated that the
Chief of Naval Operations desired to have him bring the following
points and recommendations before the Commission:
