Dear Jim:
I certainly appreciated your telegram of the
third regarding Ferd Owen.
As you know, I have known Ferd ever since I
was a small boy. He and my father were close
personal friends and naturally I would want to
help him for that reason if for no other. The
situation is a very delicate one and has inter-
national complications.
The Secretary of Agriculture is doing everything
he can to help Ferd work out of the difficulty. I
hope he succeeds.
