ASSISTANT SECRETARY OF STATE WASHINGTON September 2, 1950 Dear Mr. President: The Secretary of State has asked that the attached telegram be sent to you at once. He further asked me to state that the wire has been cleared by Secretary Johnson and that he, himself, has been over it carefully.
