February 14, 1951.
Dear Mr. President:
I am directed by my Prime Minister to
transmit the following letter to you:
"Dear Mr. President:
You were good enough to permit me to address
you if the importance and gravity of the occasion demanded
it. Knowing the interest you have taken in a just and
peaceful settlement of the Kashmir dispute, I seek your
assistance in making available the services of Admiral
Chester W. Nimitz for Kashmir. When Admiral
Nimitz was designated Plebiscite Administrator for
Kashmir nearly two years ago, it was expected that the
plebiscite, as provided by the International Agreement
between India and Pakistan, would be held at a
reasonably early date. In spite, however, of the
efforts of the United Nations and, in particular, of
your great country to persuade the Government of
India to carry out its undertaking for demilitarization
preparatory to the plebiscite, the Government of India
has not yet fulfilled its commitment. This failure of
the United Nations to effect the implementation of an
International Agreement reached through its efforts
has produced a very unfavourable impression in
Pakistan and in other countries desirous of promoting
peace and security in the world.
