(b) Persons in Europe with close
family ties in Palestine,
(c) Political refugees from Europe
now in various camps outside of Europe
who might wish to migrate to Palestine.
(d) Displaced persons who might not
desire resettlement in Europe.
3. Procedure
If it be deemed politically advisable
for the United States Government to take the
initiative with respect to interim Jewish
immigration to Palestine, the Department
should ask the British for a statement in
regard to their plans in regard to Jewish
immigration. It might then make known to
the British Government in confidence its
views on immigration into Palestine during
the interim period along the lines of the
policy suggested in this memorandum.
If the British Government should take
the initiative and ask for the views of this
Government in regard to interim Jewish immi-
gration, the Government of the United States
might express ideas along the lines indicated
in Section IV of this memorandum.
