- 9 - a monthly income of less than 30,000 lei, unmarried war widows, invalids, orphans, State employees and institutions of social welfare. The above regulation, however, does not apply to Jews who fall into the same categories, i.e., Jews earning under 30,000 lei monthly, war widows or orphans. All persons who are now eligible to ask for return of their buildings must do so within two months after promulgation of the Decree. Jews who are now outside the country must apply within two months after returning to Romania. Divorces or partners in mixed marriages which were obtained between January 1, 1938, and August 23, 1944, are declared null and void under the new Decree. (JTA, December 19, 1944). Romanian Jewish leaders expressed dissatisfaction with this Decree, and both Dr. William Filderman and Dr. Abraham L. Zissu stressed its inadequacy. As reported by various Jew- ish publications, the Romanian Jewish leaders are emphasizing that restoration of Romanian Jews to their prewar positions is being carried out very slowly. Recently the Romanian Government announced that it will turn over to the Jewish community goods taken from Jewish deportees and those who were out of the country by the Antonescu regime. The community will return those goods, wherever possible, to the original owners or their heirs. (JTA, April 6, 1945).
