Although this draft of the Law embodies some suggestions offered by responsible circles of French Jewry, some French papers are disappointed by the fact that in drafting the Law the Government seemingly showed as much concern for the protection of those who acquired the property under dis- criminatory law as for the dispossessed victims of expro- priation. Reports coming from France stress the considerable public opposition to the principle of restitution especially in the case of foreign Jews who compose about half of the Jewish community in France. 1 Belgium The Jewish press reported as far back as October, 1944, that the Government will welcome the returning Jews, in- cluding non-citizens (JTA, October 20, 1944; The Day, October 23, 1944). 1. The French Government today promulgated the Decree pro- viding for restoration of Jewish property confiscated under Vichy laws, which was adopted last month by the Consultative Assembly. It specified that the measure does not apply to Alsace and Lorraine because of "special conditions of occupa- tion there." (According to a JTA cable from Paris dated April 23, 1945.) )
