Article 14. Jewish citizens who had disposed of their
property in anticipation of the passage of discriminatory
laws and who have written proof of the fact that the sale
was intended to protect them from the application of the law
can demand restitution
Article 17. Jewish citizens have one year after the
conclusion of the peace to make demand for restitution. The
objecting party has six months in which to make counter de-
mand. Either party loses his right by failure to act
within the prescribed time.
Article 19. All questions relating to the application
of the present Decree are to be decided by the judicial au-
thorities in accordance with the established procedure.
Romania
As was reported by the JTA on October 13, 1944, "serious
differences exist between Jewish leaders here and the
Romanian Government over the question of restoration of
full rights to Jews, as provided by the Allied Armistice
terms
At present Jews in Romania enjoy full rights in
principle only. On August 30, 1944, a Decree issued
by the Romanian Government re-established the Constitutions
