WAR DEPARTMENT WASHINGTON, D. C. November 14, 1945 The President The White House Dear Mr. President: In accordance with the request of the Joint Congres- sional Committee on the Investigation of the Pearl Harbor Attack, the several reports and defense plans referred to in my 10 November letter to you (copy attached) have been turned over to the Counsel for that Committee, Mr. William D. Mitchell. Mr. Mitchell has been informed that the other Govern- ments concerned are being advised promptly that the ABC and ADB documents have been turned over to the Committee and that it is possible the Committee will use the documents at public hearings. Mr. Mitchell has been further informed that the War Department makes no recommendation to the Committee concerning its use of the documents pending replies from the other Governments. It is recommended that no further action be taken in this matter until receipt of such replies and that, if any of the other Governments object to public disclosure of the documents, such objections be transmitted to the Committee for such action as the Committee considers desirable.
