MEMO. FOR MR. CONNELLY:
Secretary Ickes thinks it
highly important that he and Secretaries
of War and Navy, have a talk with the
President before the appointment with
President Osmena. He suggests putting
off the Osmena appointment until Friday
and let them talk to the President to-
morrow. I suggested that perhaps a telephone
conversation would do, but he thinks it
too complicated a matter to try and ex-
plain over 'phone.
