My dear Mr. President:
Permit me to express to you my sincere apprecia-
tion for the distinct privilege of being received by
you today. With the many important matters claiming
your attention and with the limited time available
for your numerous and urgent appointments, it could
hardly be expected that I could meet with you SO soon.
But you have been very kind in giving me the opportunity
for which I am deeply thankful.
With the reestablishment in the Philippines of the
Commonwealth Government, it is my anxious desire to
maintain a very close relationship with you in order
that I may fully cooperate with your administration in
the achievement of our common objectives. Such a pur-
pose can only be attained by a direct and constant
consultation between us. I am, therefore, awaiting
with eagerness the holding of our next conference.
After the functions of civil government were turned
over to me by the theatre commander, I had occasion to
deliver two addresses and I am taking the liberty of
sending you herewith copies of these addresses.
Please accept, Mr. President, the expressions of
my high respect and esteem.
