My dear Mr. President: Here is a duplicate original of my letter to you of May 11, 1945, on the question of the Philippine bases. I am informed that my original letter was delivered to the White House on last Friday, May 11th, but I send you this in order that you may have an original in your hands for record. The statement of general principles attached is in its original form, i.e. applying to the Army alone without the changes which were made necessary by its acceptance by the Navy. The first appendix contains the list of proposed bases in the form in which it stood at the time of my letter of May 11th. But I send you as appendix II this list as amended by adding some additional sites for bases as recommended by General MacArthur in a telegram since received.
