MEMORANDUM FOR THE PRESIDENT
Subject: Trade Relations with the Philippines
With reference to your statement of May 5, 1945
concerning the Philippines, I enclose a statement of
policy in regard to trade relations which was endorsed
by the Executive Committee on Economic Foreign Policy
on March 16, 1945 and approved by President Roosevelt.
In response to a subsequent request from Senator
Tydings, the Executive Committee on Economic Foreign
Policy is now engaged in formulating recommendations
as to changes in existing law designed to implement
this policy. These recommendations will be submitted
to you for your approval before transmitting them to
the Filipino Rehabilitation Commission.
