THE WHITE HOUSE WASHINGTON 24 June 1950 SUBJECT: Veterans Administration Expenditures in the Philippines. There are three matters affecting veterans admini- stration in the Philippines which are pending - (a) Death Claim Cases Veterans Administration has not yet been able to settle all of these and is currently discussing this situation with the Depart- ment of Defense. (b) Burial Benefits Various bills to extend burial benefits in the Philippines are in the Congress (H.R. 4540, 4689, 4761, 8077, 8104, 8576). I understand that the Administration has not yet taken a position. (c) Hospitalization Public Law 865, 80th Congress authorized hospitalization via grants to the Republic of the Philippines. To date, appropriations for the fiscal year 1950 totaled $12,685,000. Budget for the fiscal year 1951 contains the amount of $3,285,000. I have no personal knowledge as to what degree the Philippine veterans are "pro-U.S." This is a question which should have careful assessment. I am inclined to believe, however, that most Philippine veterans, particularly those organized in veterans associations, would be friendly to the United States. Peralta, who was recently head of the Philippine Veterans Administration, led Philippine guerillas in Panay, and did an outstanding job dur- ing the war.
