Subject: President Quirino's Expression
of Gratitude for United States
Spirit of Helpfulness
Shortly before Ambassador Cowen's departure for the
United States, President Quirino asked him to convey to you
his appreciation for the spirit of helpfulness which pervades
the entire Report of the Economic Survey Mission to the Philip-
pines and expressed his strong conviction that more than ever
the American people are determined to help build and strengthen
the Philippine democracy.
President Quirino said that he was relying on the same
helpful spirit during his entire administration as a corner-
stone for its success and that he would call shortly a meeting
of the National Economic Council and the Council of State to
study the Report "with a view to preparing the mind of Congress"
in the implementation of the Report's recommendations.
Ambassador Cowen pointed out that President Quirino was
still sensitive regarding the designation of the technical
mission and wished to avoid any assumption by the rest of the
world that the Philippines was under United States domination.
For that reason he wished to follow the procedure of requesting
the United States to supply the technical assistance which the
National Economic Council and the Council of State might determine
to be necessary.
