April 72 1946 Dear Dwight: You don't know how very much I appreciated your good letter about Roy Cochran. I think very highly of him myself but I have been trying to arrange for the appointment of a native Puerto Rican for Governor of Puerto Rico. It has been a most difficult task to find the right person and I may not be able to find him. Governor Tugwell's time does not run out until sometime the latter part of August or September, although he has told me he would quit any time I found the man I thought would be the right one to take his place. As you know, I think very highly of Roy and I think you are most kind and generous in your praise of him, but I always knew you were that kind of a fellow. I am still hoping that we will get a chance to celebrate in the top floor of the Nebraska Capitol towers, along with a few other Field Artillerymen. Best of luck to you. Sincerely yours, HARRY S.
