XPPENDIX "B". LA FORTALEZA SAN JUAN, PUERTO RICO OFFICE OF THE GOVERNOR April 22, 1948 Hon. Harry S. Truman President of the United States The White House Washington, D.C. Dear Mr. President: I have a serious social and economic problem on my hands, caused by the occupation of four-fifths of the island of Vieques by the Navy. There are 11,000 persons on Vieques and we have available less than 6,000 arable acres on which to support them. We have heard that the Naval Ammunition Depot at the Western end of the island will be deactivated as of June 30th, 1948. We des- perately need more land for grazing and short term crops such as grain sorghum, corn, etc., with which to create employment, feed our Vieques population and create a more intensive agricultural industry on the island. We now have well developed poultry, swine and dairy projects there, under our instrumentality, the Puerto Rico Agricultural Company but we need more grain and pasture for their further development. The Navy has occupied, without our permission, the Carinero penin- sula, owned by the Insular Government and marked in red on the ac- companying map, for the purposes of its maneuvers. We understand that this peninsula is important to them and we propose to give the Navy the use of it, if we may have a permit for the use of the lands and buildings of the Ammunition Depot. If the Insular Government can have the use of the Ammunition Depot, we can relieve the Navy of the responsibility of caring for the 2,500 odd head of privately owned cattle that they are now grazing in the maneuver area. We can also greatly improve the economic condition of the 11,000 inhabitants of Vieques. I hope that you can see fit to make this arrangement for us. Very sincerely, Jesus T.
