- 14 - labor and industrial groups, he confirmed in every detail the facts and conclusions that this Mission had reported to the Department. In his report he said that he was con- vinced that the Groza Government was in no sense repre- sentative, that the two political groups, the National Peasant and National Liberal Parties, which had the sup- port of the vast majority of the Rumanian people, not only were out of the Government, but their leaders were being harassed by the Government, arrested without cause, their political clubs requisitioned, their newspapers sup- pressed, and their public meetings banned. Mr. Ethridge reported that, of the parties within the Government, the 0 Communist Party is almost wholly a Russian creation, led by persons of non-Rumanian origin (Anna Pauker, Vasile Luca, Emil Bodnaras), and was pursuing a policy that has no basis in Rumanian traditions, a policy that was daily increasing tension and resistance in Rumania. He stated the Plowmen's Front (Groza's organization) and the Patriotic Union (Communist affiliate) were groups sus- tained by the Communists to appeal to the peasant and artisan classes. Tatarescu, who leads the Dissident Liberal Group, has been so discredited by his past con- duct that he is dependent upon the Russians for protec- tion and may be counted upon to do their bidding. Only the Socialists among the parties in the government, were directly independent of Russian domination, and there were indications that this condition would not last for long. The policy of the Groza Government, completely dominated by the Communists, who receive their orders from Moscow, furthers the Soviet exploitation of Rumania. Mr. Ethridge
