De Gaulle has informed Ambassador Caffery that Herriot and Paul Reynaud were expected to arrive in France on April 28. Ambassador Caffery points out that Herriot, despite his age, is considered by a large part of the French population to be a symbol of true republicanism. His return to France in reasonably sound mental and physical condition may prove to be an event of great political significance. Up to now de Gaulle has been the only figure of National importance but Herriot will be another who is not only politically skillful but is known for his devotion to republican principles. ITALIAN PARTISAN LIBERATION OF NORTH ITALIAN CITIES. Ambassador Kirk points out that the liberation of large North Italian cities by Italian partisans may have important effects. It is hoped that the partisans who have already organized local governments will be willing to turn over to Allied Military Government authorities. However, the Allied authorities must necessarily pay more attention to public opinion than they did in southern Italy.
