MEMORANDUM FOR THE PRESIDENT
Subject: Current Foreign Developments
RUSSIANS DEFER DEPARTURE OF AMERICAN REPRESENTA-
TIVES TO VIENNA. An official of the Soviet Foreign
Office has informed the American Charge in Moscow
that the American official group which planned to
proceed to Vienna to arrange occupation zones and
participate in the establishment of control machinery
can proceed after the European Advisory Commission
has fixed occupation zones for Vienna. He stated
that until EAC action on this subject had been com-
pleted, the arrival of our group in Vienna would be
premature and undesirable. The Soviet official added
that the Russian representative on EAC had instruc-
tions which would permit early solution of this problem.
AMERICAN MISSION TO CZECHOSLOVAKIA. The Chargé
at Moscow called at the Soviet Foreign Office to
discuss the delay in the admission of our advance
staff into Czechoslovakia. The Soviet official to
whom he spoke interrupted to state that this question
would be solved in a satisfactory manner in the very
near future. Under the circumstances, the Charge did
not make the approach authorized by the Department.
