SHAEF has asked Murphy's concurrence in a proposal to concentrate the fragments of German ministries found to date. Murphy does not object to the concentration of archives and offices but does find objectionable the implication that British policy at least tends toward the early establishment of a German government. Murphy will enter a reservation on this point. He considers signifi- cant the fact that Marshal Montgomery has not yet complied with SHAEF's order that Doenitz government should be placed under arrest. Consultation Concerning the Declaration on the Defeat of Germany. European Advisory Commission has agreed that the text of the declaration on the defeat of Germany will be communicated on May 25 to the seven European Allied Governments which have been in consultation with the Com- mission. In addition the UK representative stated that his Government will inform the governments of the Dominions and India. Winant stated that the declaration will be communicated by the American Government to Brazil. The Soviet representative made no explicit statement to the effect that his government would communicate the declara- tion to the Warsaw Government but such action is highly probable. American Red Cross Deadline on Relief Program for Poland. On the request of the American Red Cross Director for Russia and Poland, our Embassy in Moscow has communi- cated to the Soviet Foreign Office a statement which recalls early Soviet agreement to the development of a relief pro- gram for Poland by the American Red Cross. The message notes that although seven months have passed, no effective progress has been made and the American Red Cross is there- fore obliged to draw the conclusion that the Soviet Govern- ment and the Warsaw Government are either indifferent to or opposed to this program. Unless adequate written assur- ances are received by June 5 the American Red Cross will be obliged to withdraw its offer of relief for Poland and divert supplies intended for that country to other areas. In such an event it will not be possible to reinstate a program for Poland at a later date. Yugoslavs
