French Occupation Zone. Ambassador Winant has been
instructed to inform French representative on EAC that
after consideration of the French counterproposal for an
occupation zone in Germany the American Government cannot
accept the French position. The American Government
considers that its proposal is both fair and reasonable
and is surprised that it is not accepted immediately by
the French.
Yugoslavs Given US-UK Terms on Venezia Giulia.
On
June 2 the American and British Ambassadors in Belgrade
gave Yugoslav Vice Premier Kardelj the note and military
agreement on Venezia Giulia. They made it clear that the
agreement represented the final US-UK word, that we could
not negotiate on its terms, and said they hoped Yugoslavia
would promptly accept it. When Kardelj raised points of
detail he was told these could be worked out by SAC's and
Tito's respective Chiefs of Staff at Thirteenth Army Corps
HQ near Trieste. Then Kardelj said that "Tito was still
in Slovenia" and that he would get in touch with him at
once and reply as soon as possible.
One important point Kardelj raised concerned the
Slovenes in eastern Friuli. The Yugoslavs want to exclude
Italian civil administration from that area and feel it
should be governed by AMG exclusively. The US and UK
Ambassadors told him that this also could be settled at
the meeting of the Chiefs of Staff, but are commenting
to Washington and London that Yugoslavia will probably
put in a claim for this area at the peace treaty and that
it would therefore "seem consistent with the position we
have taken on Venezia Giulia" to include this area under
AMG.
The Yugoslavs are imposing severe financial controls
in Trieste which in general are for "Yugoslavia's benefit
rather than that of Trieste" and which are feared greatly
by the Italians in the area. The food situation in Venezia
Giulia continues to grow worse.
