Soviet Activities in Balkans Related to Straits.
That Russian forces are being massed in Bulgaria,
near the Turkish and Greek borders, is the "summary
impression" of General Oxley, chief British delegate
in ACC Bulgaria, following a trip through the southern
part of the country. He constantly encountered dis-
cussion of Russian desires regarding the Straits. A
drunken Soviet soldier greeted him with delight and
reported hearing that Britain would agree to the turn-
ing over of the Dardenelles to the USSR, which would
in turn assure Britain a free hand in Austria.
Any Soviet effort to revise the regime of the
Straits may well be related to the eventual disposition
of Salonika, General Oxley also feels. This observation
was made in comments on strenuous Bulgarian activity to
convert the Struma Valley railway line. This work, the
British feel, may in turn be related to current agita-
tion of the Straits question, of the possible federation
of Yugoslavia and Bulgaria, and of the project to create
a Macedonian state by taking territory away from Greece.
Also of interest in connection with current Russo-
Turkish relations is the statement of Hewlett Johnson,
Dean of Canterbury, that he "fully agreed" that terri-
tories formerly ceded to Turkey by Russia should be re-
turned to Soviet Armenia as soon as possible. His dec-
laration was in reply to a question by the correspondent
in Russia of the organ of the Progressive League of
American Armenians, during a press conference in Erevan,
capital of Soviet Armenia. The Dean referred to Turkish
rule in the districts mentioned in highly derogatory
terms. His interview was given a full column in Moscow
newspapers for June 29.
Occupation of Allied Zones in Germany. Generals
Clay and Weekes have met with Marshal Zhukov in Berlin
to arrange details of the redeployment of Allied forces
