MEMORANDUM FOR THE ACTING SECRETARY OF STATE
AND THE FOREIGN ECONOMIC ADMINISTRATOR
I approve the policy of lend-lease
supplies to the U.S.S.R. recommended in
your memorandum of May 11, 1945. In
carrying out the policy, you should, until
further notice, proceed on the assumption
that the U.S.S.R. will enter into the war
against Japan.
