Under the Crimea Agreement in fixing the place of meetings for
the Three Foreign Secretaries, we are to
retate between the countries
capitole As the Foreign Sepretaries have met at San Francisco
and at London, I suggest that the December meeting be held in
Moscow. If this is agreeable to you and the date is satisfactory
I will communicate with Mr. Bevin and ascertain his views. UNQUOTE
