3. In cases of a double surname, the first is the
paternal surname and the second is the
maternal. The latter may be omitted, but
not the former. Thus the Minister of Fomento
(equivalent to Commerce), Dr. Perez Alfonso,
may be called simply Dr. Perez but not
Dr. Alfonso).
