CRONEL DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) PROBLEMS IN YUGOSLAV POLICY Dept. of State letter, Aug. 10, 19 BEAST NC NARS Date 7-29-75 Dr. Ivan Subasic, Yugoslav Foreign Minister, is now in Washington, returning from San Francisco to Belgrade. Mar- shal Tito had telegraphed for him to return "because of many urgent affairs". Dr. Subasic, a Croatian, and one of the leaders of the Croatian Peasant party, was formerly Prime Minister in the Government in Exile. He is largely responsible for bringing about the fusion of that Government with the Tito elements. He and only two others, in a cabinet of 28, constitute what we would term the "democratic" element, the others being either professed communists or communist-appointed. He is genuinely friendly to the United States, but has very little influence or authority, since Tito accepted him in the Government only in order to make sure of our "recogni- tion" of the new regime. If the President receives Dr. Subasic, the following topics might come up for discussion: 1. The immediate problem is Marshal Tito's arbitrary actions in the Trieste area in Italy and the Carinthia area in Austria. We intend to extend an impartial military administration
