We expect the Yugoslav Government, as an ally and a member of the United Nations, to cooperate with- out further delay. 2. A basic problem is the establishment of a democratic government in Yugoslavia. The present Tito regime is thor- oughly totalitarian in character. The Yalta formula provided for the formation of a united government, on the understand- ing that the Assembly (Avnoj) would be expanded to include uncompromised members of the last Parliament. No progress whatever has been made in the fulfillment of this program. We consider that in addition to the specific section on Yugoslavia in the Yalta documents, the Yalta Declaration on Liberated Europe is equally applicable to the situation in Yugoslavia. In that country today there is no democratic or representative administration, no free press, no arrangement for free elections, no toleration of political organization outside the Tito organization. Large areas of the country are blacked out from the rest of the world, - in parts of Serbia, where civil war is latent, and in Croatia, where Tito
