MEMORANDUM FOR MISS ROSE A. CONWAY:
In Re: Letter from Lt. (j.g.) Paul W. Updegraff, USNR,
Commanding Officer,
Armed Guard Unit,
SS George Steers,
Fleet Post Office,
New York City, N. Y.,
dated October 3, mailed from Norman, Oklahoma, on November 16,
relating to UNRRA in Yugoslavia and sent to me for comment.
This letter is critical of UNRRA and particularly of
its activities in Yugoslavia. The writer states that he had
no opportunity to make a thorough investigation, that the in-
formation contained in his letter was obtained while in Trieste,
Italy, between September 23 and 29, through talks with UNRRA
officials in charge of the aid to Yugoslavia and subordinate
workers and by some personal observation, and further that the
views set forth are those of the persons to whom he talked.
Basically, he states that the people of Yugoslavia as
a whole are not getting the help which we are sending, because
of lack of cooperation of the government now in power, and fur-
ther that those who do receive the foodstuff do not know that
it comes from the United States. He further states that these
supplies are being used for political purposes, namely, going
to Tito's army and not to the people of Yugoslavia, which is in
violation of the existing agreement.
Lieutenant Updegraff is not opposed to the purposes of
UNRRA, but charges that, in the area where he has had an oppor-
tunity to observe its administration, there is lack of proper
supervision by those on whom the duty rests, and that as a re-
sult thereof we do not know where our help is going and it is
not reaching the persons for whom it is intended.
Notwithstanding the fact that the writer's opportunity
to investigate and observe was limited and the further fact
that he does not mention the names of those with whom he talked,
his letter impresses me as a sincere effort to make known what
