The Yugoslav Communist party is definitely in decline domestically and is now considered strong only PIES in Communist centers of activity. Many Communists are looking for ways and means to detach them-selves from the party by either cutting down party activity or by seeking to provoke a situation which will bring about their expulsion without personal danger. 2. Nationalists are opposed to the Tito Govern- ment as well as to "great numbers" of Communists currently favoring Cominform. The people are more discontented with regime than ever and strength of their feelings grows each day. Although army well organized and soldiers disciplined, it is not generally believed that the troops will fight under Tito's Command. 3 The majority of leading party members in each high position have had Soviet training and on purely idealistic basis are inclined to favor Soviet Union in principle, either for reasons of opportunism, a belief in (28 JUL 51) 131 DA IN 19610 OCS FORM 1 JAN 50 270 SECRET COPY NO. 1950-0-868130
