INTRODUCTION: There is an appreciable diminution in the quantity of monitored
references to the Atlantic Pact, but those references follow patterns previously
reported. Radio Moscow and its satellite transmitters, quoting local newspapers,
see in the Pact nothing but "lies," "hypocrisy," and "preparations for war," while
press sources in India, Sweden, and Switzerland reiterate their belief in the need
for neutrality. Madrid remains noncommittal; the Ankara CUMHURIYET is said to
complain that Turkey is excluded from the Pact because it is "the most exposed
country and certain countries could not wish to fight for Turkey"; and Helsinki
emphasizes the "delicacy" of Finland's position. Other radios add very little to
the favorable comment previously reported.
Moscow and the Satellites: During the lull presumably necessitated by preparation,
at a higher level, of a renewed attack on the Pact, Soviet and satellite broad-
casters content themselves with reporting protest demonstrations in Norway, Denmark,
and Italy, and comment adverse to the Pact appearing in Communist dailies in Denmark,
Belgium, France and Italy. These references are consistently juxtaposed with reports
of the "increasing momentum" of the drive for a Congress of World Peace, as if the
broadcasters wish to prove that the forces of "peace" are as strong and as organized
as the forces of "aggression."
Specific criticisms of the Pact are voiced by RABOTNICHESKO DELO, quoted by
Sofia, the Rome Communist UNITA, and the Vienna OESTERREICHISCHE VOLKSSTIMME, both
of which are quoted by TASS. Reiterating the familiar charge that the Pact is
"not a 'regional agreement" in the sense of the Charter, the Sofia daily claims
it is "meant to be a complete chain of pacts for world hegemony." London quotes
Czechoslovakia's Premier Klementis as expressing a similar point of view and with
similar conviction.
UNITA, analyzing Article Three, is quoted by TASS as "emphasizing that the
provision for 'joint measures' for 'development of collective defense' covered
in this article envisages the obligation of the European servitors of America to
place at the disposal of the United States military bases on their territories."
And UNITA interprets the term "bases" to mean all airfields, ports, and warehouses,
