RESTRICTED SURVEY SUPPLEMENT 15 NOVEMBER 1949 - ii - Malenkov's speech also contains elements that tend to give the impression of greater Soviet intransigence in the international sphere. Several state- ments implicitly threaten the U.S. -Western "imperialist camp" with catastrophe in the event of another war. For example: "Can there be any doubt. that war will become the grave not merely for separate capitalist states but for world capitalism as a whole?" His denunciations of the "imperialist camp" in some cases appear to carry greater emotional impact than those of Molotov and Zhdanov; and in any event, they are equally intense. His denunciation of specific countries concentrates almost exclusively on the United States. And he slights the concept of "peaceful cooperation and coexistence" among differing socio-economic systems. Other interesting differences include: Malenkov's reference to the Central Committee around which the Party is rallied--the first time in the Anniversary speeches of the last five years that the Central Committee has even been mentioned; and Malenkov's greatly reduced use of Stalin's name, which appears even less frequently than do references to the Party.
