(4) Increased claims of U.S. -Western-camp weakness. Of correlative
significance is the fact that in conjunction with Malenkov's heightened
allusions to the strength of the Soviet camp, he at the same time in-
creases appreciably the proportion of references to the alleged weakness
of the U.S. -Western camp of the imperialists. In 1948 and 1947, Molotov
was concerned primarily with the international immoralities committed by
or identified with the imperialist camp; now, however, Malenkov gives
equal attention to its weakness in the international field.
b. International Strength-Weakness Details: The above graph presents the
distribution of attention only to the broad, generalized categories of con-
tent and obscures the sub-category details of Malenkov's arguments about the
strength-weakness factors in today's international arena. The following com-
parisons add more meat to the character of Malenkov's departures relative to
the strength and weakness of the two opposing "camps" in the international field.

As can be seen, Malenkov increases attention to the Soviet-involved
strength of the camp as well as to the strength of the camp exclusive
of the Soviet Union. He is more concerned with the latter, however,
and goes out of his way to maximize the components of the camp out-
side of the USSR--as if they got that way independently, autonomously,
of their own free will because of the ideological strength of democracy,
socialism, peace, and anti-imperialism. (In this context, it is of
interest that Malenkov's single reference to Communist Parties outside
of the USSR is to the Chinese Communist Party under Mao's leadership;
in 1948, Molotov made 2 references to Communist Parties outside of the
USSR, and there were to European Parties; in 1947 he mentioned them
7 times.)
