RESTR ICTED SURVEY SUPPLEMENT 15 NOVEMBER 1949 - 3 - (2) International weakness of the U.S. -Western-imperialist camp. Proportion of Content 1949 1948 1947 CONTENT CATEGORY SPEECH SPEECH SPEECH International Western-Camp Weakness 13.3% 5.2% 3.7% Economic weakness, deterioration, crisis 8.1 3.5 3.3 Threatened catastrophe in event of war 2.0 0.0 0.0 Failure of machinations vs. Satellites 2.0 0.0 0.4 Other 1.2 1.7 0.0 Malenkov's increased stress on the economic difficulties in the West consists primarily of references to economic deterioration and "approaching crisis" in the United States. Of equal interest is the appearance for the first time of several statements predicting or implicitly threatening the West with catastrophe in the event of war*: "The imperialists lay their hopes on military adventures because they are afraid of the peaceful competition with Socialism; but it is quite obvious that military adventures promise nothing to the imperialists but a catastrophe." "It is not we, but the imperialists and aggressors who should fear war." "Can there be any doubt whatever that if imperialists start a third world war that war will become the grave not merely for separate capitalist states but for world capitalism as a whole?" "The American people are beginning to understand that if the war- mongers should organize a new carnage of nations, then the suffering of mothers, wives, sisters, and children will come also to the American continent." Also new is the appearance of a number of statements about the failure of alleged imperialist machinations against the New Democracies in Eastern Europe. * The only previous approximations to these statements by Malenkov include Molotov's 1948 reference to Stalin's pronouncement that "the policy of the instigators of a new war 'may end only in an ignominious fiasco'" and Molotov's 1947 warning that "the lessons of the collapse of fascist Germany have apparently been lost on those who so blindly strive to dominate the entire world.
