Memorandum for: W. Averell Harrimen

AND
Your memorandum regarding the Medal for Merit
for Mrs. Franklin D. Reoagyelt has been under
consideration for a long time but authority for it
has long ago expired.
If anybody deserves one she does but it takes a
special Act of Congress to get it. I regret it very
much.
