"RALPH MOORE CHARGED WITH ATTEMPT TO RIG COMMODITY PRICES
District Man Accused of False News Report
to Push Market Upward
"The Government today filed a complaint against Ralph W. Moore
of Washington, contending that Mr. Moore attempted to manipulate
commodity futures markets by issuing and circulating a 'false,
misleading and deceptive press memorandum.
Mr. Moore whose business address was given as 1707 N Street,
N.W., was said by the Agriculture Department's Commodity Exchange
Authority to have made $445,000 for himself and other market in-
vestors between January 2, 1946, and October 31, 1947.
Signed by Undersecretary No E. Dodd, the complaint said that on
or about last October 1, Mr. Moore prepared and circulated among
newspapermen, brokers and others a 'press memorandum stating
the Government planned to buy large quantities of lard for export.
The complaint said the memorandum purported to be issued with the
indorsement of responsible Government officials,
In truth, the complaint said, no such export or purchase program
was planned or intended. Neither, it added, had any responsible
officials so indicated.
The complaint said Mr. Moore issued the press memorandum for the
purpose of causing lard prices to go up so that he might profit
on his holdings. Mr. Moore was said to have held futures contracts
covering 670,000 pounds of lard.
The Commodity Exchange Authority also contended Mr. Moore violated
its regulations by failing to report his market holdings of lard,
cotton and grains. All traders holding large amounts of these
commodities are required to report their transactions to the Authority.
A hearing on the complaint was set for July 7 before a referee to
be named by the department.
Penalties provided under the complaint are denial of trading priv-
ileges on the commodity markets for a period of time set by the
