This is to answer your inquiry dated July 2, 1947 concerning the
present status of John C. Truman.
When his appointment was originally approved for a position with
the Kansas City Regional Office of the Veterans Administration, the
Personnel Division here considered that his training and work experience
would qualify him most for a position in what is known as Training Faci-
lities, a subdivision of the Vocational Rehabilitation and Educational
Division. He worked on this position until the Training Facilities work
was discontinued. He then was detailed to what is called the Registra-
tion Division; this division processes Certificates of Eligibility for
veterans desiring to enter training in either educational institutions
or training on the job.
It is my understanding that he was not particularly interested in
the latter position and when I learned that he would very much prefer
an assignment to the Loan Guaranty Division I contacted our Personnel
Division with the request that he be detailed or assigned to us. His
application (Form 57) did not show sufficient loan experience to appar-
ently qualify him for work in this division but we were very short
handed at the time and because of his excellent educational background
I knew that with proper instruction he would make a very good man for
this division.
Accordingly, he was detailed (not assigned) to this division where
he will complete his first eight months experience as of July 20, 1947.
He came to us at a grade of CAF-7 which is his present grade. From the
start with this division he has shown an excellent disposition, a will-
ingness to work, and has made an earnest study of Loan Guaranty Division
Regulations and Directives. I consider him to be one of the best Loan
Guaranty Examiners we have and hope to see him qualify for advancement
as soon as may be possible.
With the economy program of the present Congress and the resulting
curtailment in number of personnel allocated to the Veterans Administration,
however, for the present it seems that advancement will be rather slow in
coming. Just recently the Division Chiefs in a staff meeting at this
Regional Office were told not only of the reductions necessary in the
number of personnel for each division but also of the deplacement program
