Subject: Special List of Names: Assets as Reported on TFR-300, TFR-500,
and TFR-603-4 Censuses.
In reply to your request of August 14, 1951, requesting informa-
tion from the TFR-300, TFR-500, and TFR-603-4 Censuses regarding the
assets of certain individuals and organizations, we are attaching a
summary table and individual data sheets setting forth the informa-
tion available from these sources. Of the 80 names submitted to us,
reports were found regarding 37 persons, some of whom were not owners
of assets, but nominees or trustees or reporters. Actual ownership of
assets was shown in the following amounts:
TFR-300
U.S. assets as of June 14, 1941
$29.1 million
(17 persons)
TFR-500
Foreign assets as of May 31, 1943
$ 1.0 million
(9 persons)
TFR-603-4
U.S. assets as of December 18, 1950
#20.2 million
(12 persons)
The summary table lists the assets reported in each of the censuses
for the persons regarding whom information wasobtained, and the indivi-
dual sheets provide more comprehensive data for the persons so listed.
Appropriate footnotes to the table direct attention to details which
may be found in the summaries for each individual. For example, assets
reported as having been held as nominee, trustee, power of attorney, on
behalf of another person, or owned by another person but care of a
person on the list are excluded from the table but are described in the
text. Instances in which a person filed as reporter, but not as owner,
of assets are noted on the table but the amounts and details are shown
only on the individual sheets. In certain cases, it was not possible
to determine from the available information whether or not persons
whose reports were found were the same persons as listed; in these
instances, an appropriate notation was made on the table, and fuller
information was provided in the subsequent summaries. The data sheets
also include other facts obtained from the reports, such as address,
citizenship, location, nationality, type of person, breakdown of assets
by property type, and offices and positions held by the persons listed.
The explanations set forth in my previous memoranda to you of
August 2, September 4 and 5, 1951 regarding the assets of Chinese
nationals as reported in the TFR-300 and TFR-603-4 Censuses are
generally applicable to the data attached hereto.
In the case of the TFR-300, it should be noted that existing
files are maintained in the names of owners of the assets, not in re-
porters' names, and it was possible, therefore, only in a few cases to
obtain information regarding the persons on the list as reporters. In
the case of the TFR-603-4, however, since files are maintained in re-
porters' names as well as in names of owners, we were able to find all
references to reporters as well as to owners of assets.
