I - PROCEDURE FOR THE CONFERENCE
11th September, 1945

Minute 1
(e) Competence of Members of the Council
All five members of the Council should have the
right to attend all meetings and take part in all dis-
cussions, but in matters concerning peace settlements
members whose Governments had not been signatories to
the relevant Terms of Surrender should not be entitled
to vote.
XII JAPAN: ALLIED CONTROL MACHINERY

At a later meeting consideration should be
resumed of the question whether there should be added
to the Agenda for the present Conference the Soviet
memorandum (C.F.M. (45)49) concerning the setting up
of an Allied Control Council in Japan.
25th September
20th Meeting
Minute 1
The Council resumed their consideration of the
question whether the memorandum by the Soviet Delega- -
tion (C.F.M. (45)49) on the question of setting up an
Allied Control Council in Japan should be added to
the agenda for the present Conference.
